Which one is better, English by native speaker or English by teacher ?,,...

I do not think that only native teachers can teach better. Teaching requires certain skills which are not innate in each and every person.Teaching a language requires lots of hard work apart from just being a native. Speaking is not everything so far as teaching a language is concerned. A good speaker may not be a good writer or a good instructor. We can find wonderful teachers all over the world who are not English but are very good English language instructors as they have learnt and acquired the language. By making a language a part of ones life, one can master its structure. And a good combination of knowledge of a language and good teaching techniques can make anyone a good teacher.
Well, teaching English is a wonderful job,I appreciate it for twenty three years. I do agree that  we must have the knowledge  of other languages to teach English .In order to teach  English as a foreign language we must go back to the first language and the second one if there is one .We need to  learn about their culture, traditions, customs, beliefs ,history and civilization ,otherwise,we'll be faced to many problems. We can hurt  their feelings if we already have certain  prejudice about their civilization. English teacher  have studied every aspect of this language In order to be able to teach it correctly. English teacher always to trying to read the history of The United Kingdom, to visit it through maps, pictures ,encyclopedias,  to follow English movies,to study their tastes, their styles of living, their literature. English teacher tried  daily  to listen to native speakers;songs, documentaries, debates to  expose teacher from native speakers.
So I think is better English by teacher than English by native speaker. A teacher needs to be well-trained and well-prepared to teach, no matter what his/her nationality. Being native helps because people see the language from a different perspective and may have a wider range of vocabulary  a non-native, just that.
